Field Supervisor

City of Dickinson, TX

Job Summary
Under general guidance of the Public Works Director, this position will work on a variety of complex assignments where initiative, comprehensive utility knowledge and sound judgment are required in making recommendations to resolve problems.
This position will lead, direct, manage, coordinate and oversee all aspects of the Street and Drainage Operations Division which includes but is not limited to planning, participating, training, and leading personnel assigned to repair, maintain, and construct the street and drainage infrastructure systems. Essential Job Functions
100.00% – ~ Drives City of Dickinson vehicles on official business and must maintain a driving record that meets the City of Dickinson driving standards.
~ Oversees and manages the daily operations of the Street Maintenance/Drainage Operations division.
~ Assists with creation and maintenance of the annual fiscal year budget.
~ Operates, calibrates, troubleshoots, maintains, repairs and trains team members on a variety of electronics, computers, hand, electrical, pneumatic, mechanical power tools, and equipment.
~ Sets-up, operates, maintains, and ensures team members use a variety of safety-related equipment according to City of Dickinson safety procedures and SOP’s.
~ Performs a variety of asset control and inventory activities, maintains and trains team members on a variety of asset control and inventory activities.
~ Reviews and interprets maps, plans, drawings, videos and specifications of work assignments; trains team members on maps, plans, drawings, videos, and specifications of work assignments.
~ Performs labor-intensive work when needed.
~ Supports and leads Crew Leaders on job sites.
~ Trains team members on required paperwork, forms, and reports.
~ Investigates and inspects street and drainage infrastructure systems and reviews plans and specifications for current and future street/drainage construction projects.
~ Trains team members on the proper response to citizen questions, concerns, and complaints.
~ Provides training, guidance, and assistance in the evaluation of other team members.
~ Coordinates activities on the jobsite with engineers, construction inspectors, other City departments and external customers.
~ Performs maintenance tasks in confined spaces up to 50 feet deep requiring the use Body Harness that supports up to 300 lbs.
~ Safely performs operations and maintenance tasks that may require working in hazardous environments with exposure to hazardous chemicals, solvents, and adverse weather conditions
~ Performs construction and maintenance tasks that require working in confined spaces, which includes the use of SCBA and other confined space equipment
~ May act as a member of a confined space entry team and may serve as entrant, attendant or team lead.
~ Performs tasks that require working various shifts, on-call and/or call back hours.
~ Handling all customer concerns and complaints
~ Performs other duties as assigned.
Knowledge, Skills and Abilities
~ Must possess required knowledge of City policies, departmental policies, and work zone safety.
~ Must possess required knowledge of inventory control and purchasing procedures.
~ Knowledge of computers and all related office equipment, hardware, and software applicable to the position.
~ Knowledge of Traffic control practices and Manual of Uniform Traffic Control Devices.
~ Skill in reading maps, plans, drawings, and operating heavy equipment.
~ Skilled at conducting Q/A checks after work has been performed by City teams.
~ Skill at operating a motor vehicle and motorized equipment.
~ Skill in oral and written communication.
~ Ability to read and follow technical guidelines and standard operating procedures.
~ Ability to handle multiple tasks concurrently.
~ Ability to operate breathing apparatus and respirators.
~ Ability to understand, follow and provide training for both written and verbal instruction.
~ Ability to establish and maintain good working relationships with internal and external customers. Education & Experience
Education –
High School diploma or GED Experience – 6+ years of Street Maintenance, Stormwater Operations, Drainage

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements. Licenses and Certifications Required – ~ Valid Texas Commercial Driver’s License (CDL A).
~ Must obtain and maintain certification for Respiratory Protection and Confined Space Entry.

Working Environment
~ Works near moving mechanical parts
~ Noise level is usually loud in the field and moderately quiet in the office
~ Regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items
~ Frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of heavy equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours
~ Exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes), exposure to extreme heat/cold, strong odors, smoke, toxic chemicals, and exposure to dust or pollen or extreme weather conditions
~ Attendance at night meetings could be required
