Job/Position DescriptionUnder the direction of the Associate Commissioner for Regional and Local Health Operations, the Director III is responsible for coordinating and facilitating Office of Border Public Health (OBPH) program functions to include regional operations and Mexico-US public health activities.

Facilitates continuous program and process improvement to improve service and/or reduce costs; works to ensure that departmental operations and business practices use consistent standards and practices.

Responsibilities include establishing and implementing office work plans, establishing priorities, standards and measurement tools.

Develops overall office policy, reviewing guidelines, procedures, rules, and regulations.

Represents the Department as a primary resource and liaison with international, federal, state, local agencies, non-governmental organizations, and community groups on US-Mexico border issues.

Serves as DSHS Commissioner’s Delegate to the US-Mexico Border Commission.

Develops and coordinates border health programs and activities with DSHS Public Health Regions and health and public health partners.

Other specific duties include: staff supervision including conducting performance evaluations and staff development; management of federal grants including oversight of work plans, budgets and reporting requirements; program guidance and oversight of DSHS OBPH work plans in Public Health Regions (8, 9/10 and 11); reporting border health strategy LBB performance measure outcomes; and review of border health legislation and development of fiscal impact statements.

Works with considerable latitude for the use of initiative and independent judgment.

– Border Health Improvement: Develops DSHS policies and procedures tailored toward improving the health of communities influenced by US/Mexico border culture, norms, health practices and social determinants of health.

Coordinates departmental activities across DSHS to include regional programs, central office programs and partner programs.

Ensures DSHS border public health operations are derived from common goals and objectives.

Manages funding to support overall goals and objectives.

Interacts with DSHS leaders and border health partnership leaders to accomplish goals.

Serves as DSHS principal for Texas Border Health Task Force.Monitors compliance with DSHS policies and procedures.

Provides leadership and consultation to HHS agencies and programs on border health in relation to planning, implementation, and evaluation of service delivery in communities along the Texas Mexico border.

Develops, monitors, and evaluates strategies that improve overall health and human service activities for the border region.

Provides educational awareness training and supports program evaluation and transformational changes when needed and facilitates or coordinates appropriate corrective/improvement measures.

– Program Management: Oversees the operation of the Office of Border Public Health (OBPH).

Directs and manages the work of program staff, interns, and volunteers.

Develops and manages program budgets including contracts.

Works with state level systems leaders to examine data, identify disproportionality and disparities, and work with executive level management to develop strategic, action and remediation plans.
